The shortlisted candidates should ideally have a comprehensive understanding of environmental laws in the local as well as international setup.
Local laws
Understanding of local laws in general is also important.
Publications
Published papers, or research documents are a further proof of expertise. These add a lot of credibility to the consultant or environment consultancy firm you are pursuing.
International associations
Just like publications add credibility, so does the membership of international bodies and associations. These bodies of repute often do not grant membership unless the candidate has proven success in the field.
Qualification
Environmental consulting has become an extremely structured practice. It is governed by its own set of rules and principles. Thus an in-depth understanding of these is essential for success. A qualified individual with a graduate or post graduate degree in environmental management makes for an excellent candidate.
History of practice
You may want to consider talking to past clients of a shortlisted candidate. Additionally most environmental issues and debates tend to make the headlines. Therefore a quick scrutiny of past newspapers and journals may reveal the nature of past projects, management approach and level of success in each.
