The shortlisted candidates should ideally have a comprehensive understanding of environmental laws in the local as well as international setup.

Published papers, or research documents are a further proof of expertise. These add a lot of credibility to the consultant or environment consultancy firm you are pursuing.
Just like publications add credibility, so does the membership of international bodies and associations. These bodies of repute often do not grant membership unless the candidate has proven success in the field.
Environmental consulting has become an extremely structured practice. It is governed by its own set of rules and principles. Thus an in-depth understanding of these is essential for success. A qualified individual with a graduate or post graduate degree in environmental management makes for an excellent candidate.
