Parramatta City Council's Draft Local Environmental Plan (currently on exhibition) introduces significant changes to how Council plans to control the density of population within its boundaries. The proposed changes severely restrict the constituents' ability to develop their land, that is currently occupied by single dwellings.

All areas zoned 'Residential R2' have attached dwellings removed from the list of permissible developments. R2 zones cover some 80% of the Parramatta Local Government Area.

Some experts believe that this move is a result of council's drive to limit higher density developments to areas close to Parramatta CBD. This would significantly increase the value of the last developable land within the area. Incidentally, the council itself owns large parcels of this highly desirable land and is bound to make enormous capital gains once the new planning policy is implemented.

Considering the current shortage of residential accommodation and shortage of land within the Sydney Metropolitan Area,

duplex developments are the most efficient way to cater for increase in population, as they do not require investment in infrastructure.
